Maybe it's not broken, but just showing what you get from it like it would say in the civilopedia.
 
Isn't that just the tile bonus you get for an unimproved resource?
What about if you settle a city on it, does the +1 hammer apply then?
 
in the occ challenge war acadamy posts doesn't it say to trade for food resources because you will get the extra health and food? Maybe I am misquoting, I haven't looked at it in a while.

A simpler explanation of city tile yields is: First take the tile and remove any "feature" (flood plains or forest) and any improvement. If the tile has a resource that is visible to you, add any yield bonus the unimproved version of the resource gives to the tile. Then for each yield type (food, hammers, and commerce), your city tile gets the maximum of the default for a city tile (2/1/1) and the base yield from that tile.
 
But, it is not true that hooking up a resource such as iron outside of the fat cross will not give a +1 production like it could be interpreted in the city screen. Is that correct?
 
That is correct. The +1 production is only what is applied to the basic tile if worked before any improvements have been built.
