...Against Theocratic civs! To date, I have not seen a leader with the favourite civic of Theocracy (Zara, Saladin, and, of course, Izzy) not vote "Never!" on the global Free Religion bill, and this is a powerful tool. We all know how (overly)crippling defying resolutions can be, but you can use it to your advantage against the stupid Zealot AIs. This is usually one of the first bills I try to pass, since it can put a lot of hurt on that civ, in fact I think it helped me win a Space Race against Izzy, once. Most AIs seem pretty willing to vote for it, so unless you have multiple pyschos with signifigant votes, you will usually pass it, save for the zealots veto.

I don't know if the AI is as effected by the veto punishment as we are, and I havn't played with it much since the last patch but, barring any major changes, it's a solid way to hurt certain civs economies.
 
why should Free Religion slow the AIs in the Space Race down?? as FR gives more happy faces and +10% research bonus where Theocracy only gives more XP which aren't any use in the SR. Also Theo has medium upkeep while FR has low so you actually helped their research rate, happy caps and upkeep cost...
 
When you defy the resolution (by voting NEVER!), I assume you don't get to change to Free Religion. Also, you get a happiness penalty. How serious is this penalty by the way?
 
I love the UN for allowing me to wage effortless wars.

Nab a few cities, have the UN stop it before the counter-offensive gets going... rinse and repeat. The suckers will usually vote to stop the war against them, even when it's in their best interest to teach me a lesson.

Intersting findings, PimpyMicPimp; I wonder if other resolutions of the kind are equally effective against some leaders. I will certainly keep an eye open for this.
 
The system with unhappy is horrible and unrealistic. Some sort of trade boycott would be a better penalty (and more realistic), and just as it is in reality, some civs might not participate in this boycott without getting penalties for it. Diplomacy is too powerful in some cases in this game. Defying stuff is one of them.

(The US refuses to sign loads of resolutions in the U.N i don't see their population go berserk and stop working because of it.... ;))

With all their cities having a lot of happiness problems production, research, and everything slows down, and if they keep doing it, it will totally destroy their economy. It's broken as is, IMO, but fun :P

And that effortless war point is very interesting and I'll have to give it a try. Sheesh, the UN went from useless to broken pretty quickly, hey? :p
