They should not have pushed revolt down to -6/7 it is way too low. There should be a chance of revolt at -3/4

Exactly, chances of revolt should be gradually increasing, not a binary like it is now. But as another member said, "something negative happening to the player in civ 6? Preposterous!". The IGG "snowflakes" are not ready for that.

Those with the greatest need. I believe local amenities are applied before global but would have to check.
