+10 unhappyness in my capital and similar high levels in all my other cities. The help text says..."The world considers you a villan"

Tried looking through forum search with no luck, can anybody explain why this is? I assume it is something to do with the new mechanic as i have recently defied the council...

My game is Doviello, Pangea, Standard Rules, Council of Esus Religion, Council of Esus founding city.

Yes that is a side effect of defiing a resolution, it goes away after you vote on a resolution that succeeds (at least in standard BtS).

Now that i understand it - it seems like a nice "real world" mechanic. If a country refuses to go along with the consensus (Iran, Iraq, South Africa, North Korea) they can expct sanctions from the wider community.

Simulating defying the council as unhappyness within cities seems neat, i assume i got a negative hit on my relationships with other Under council members (i did'nt check)?

The only drawback in my situation was that there were only two of us in the council and previously, resolutions were past even if i objected. In reality, a tie is always results in the status quo remaining the same not a change of policy...

Agreed. Should your people really start complaining if you refused to make your nation part of a slave-trading ring, or something equally nefarious? Maybe for the Overcouncil...

People get upset if neighbours distrust them or thier nation is viewed as dishonest or cowardly. The unhappiness could be elements within the society that agree with the mandates of the council and who formulate rebellion against thier own misguided rulers.....

Yeah I'd rather if it caused things like negative diplo with other council members instead of unhappiness. Also, in Erebus its easy to leave the council, so it seems like being int eh council even if you defied resolutions wouldn't be that much of an affront to the "world"

You should keep this penalty for defying the Overcouncil, but definately get rid of it for the Undercouncil. A diplomatic penalty with other council members would be much better for the Undercouncil. Leaving the councils should negate the penalties.

Or maybe just remove Defy from the Undercouncil. Defying is extremely powerful, and so it needs an extremely bad consequence for doing it. Even if 9/10 people agree on something, one person defying can kill the resolution. It needs to automatically kick you out of the council, cause Council religion followers to declare war on you (both of these more in flavor), or cause civil unrest (more like the Overcouncil or real-world UN where there's incentives to keep people in).
