Theaters won't provide happiness

According to their description, theaters provide happiness for each 10% in a city's culture. However, when I build them, they do nothing of the sort.

I think this is a good thing since otherwise they are way to powerful, but the description should be corrected then.

The Theaters do what they are intended to do. You have to set the Culture Tax to benefit. (They basically double the happiness benefit of using the Culture Tax -- which is the new version of the Luxury Tax).

I think you misunderstood how they provide happens.

The 10% refers to the culture slider on the top left, right under the science slider.
