Theocracy - Can No Longer Buy Military Units??

I tried a LONG game on a large map to try using a Theocracy for fun and amping the faith points for build.

I have spent Gold on my town developments and was using Faith for most of my units. I have about 15k stored and am making 683 faith per turn - very handy!

I just loaded my game after the Ethiopia add-on was updated by Steam and not I cannot buy ANY military units with Faith in any of my cities - all of which have been religiously cleansed, LOL, and are purely my religion.

After such heavy investment in Suzarain points, envoys, government cards, city developments and all the effort to enforce my religious dominance - and at a point where I JUST landed my main army on another continent to begin the war against the two primary cultures - my primary source of funding just disappeared.

Does Theocracy lose the effect of buying units with any particular science or civic development? I am nearing the top of the tree.
 
With the Rise and Fall expansion, faith purchasing of units was moved to the 'Grandmaster's Chapel' building that was built in the government plaza district.

Did you have the expansion? Or just vanilla and the NFP?
 
I changed government away from Theocracy, then BACK and at first I thought it worked because I was able to buy a tank. As it turns out, at any prior owned city I can only buy the normal religious units or naturalist. But in the brand new city I just founded on the new continent, I can buy military units there again. Seems like a major glitch in the matrix!
 
I don't recall what I bought. It was on sale. I see it has the Aztec pack and says New Frontier Pack. Not sure how to identify anything else or not.
