There actually is a patch to allow music for mods

It's not hosted here. It allows you to package up some mp3s, say from the freely distributed site Incompetect from which many modders use music files. Then rather than play music from the CD, a dll allows these to substitute for the originals.
 
It's for MGE Gold. It patches several things but also includes a mp3 player. I was looking for a patch for more cities beyond 255 as the unofficial ToT patch on the site doesn't work on a Wine emulator. The other patch is at GitHub.

Here is the link to royalty free music. People use it all the time for mods and projects. And so you probably wouldn't directly include it with mods and scenarios as that would put a burden on the site for storage space, but you could store them elsewhere like mod db as an add on. So folks could multitask them with vlcplayer in the background (which is free) or you could rename them so they fit the format for the github MGE patch to play music. Either way then adds a flavor to the scenario or mod that makes it distinct from the vanilla Civ 2.
