There's a way to limit units per city?

I want to play a game limiting units by city number. Example: One city you can build 5 or 10 units of every kind. Theres a way to do that?

Not in the unmodded game. Units do cost maintenance, so one does have to balance against that factor. The only way to do what you are saying is through a modification, but not aware, myself, of a mod that has that feature. I do know that some mods out there limit the number of certain types of units that can be built.
