Thought I had XML probs - actually Mic conflict - Disable VOIP?

I thought maybe my subject was confusing so I changed it and reposted. (I'm hoping it's not that nobody can help me. :( Come on, people! Its the intarweb, where the smart people hang out!)

I thought I had XML probs, but it was actually an input device conflict. I want to use Ventrillo while playing Civ 4 on Win 2K, but Win 2k will only let one program access the input device at one time, (which looks like XML problems if Ventrilo is open when you try to open Civ). Is there any way to configure Civ 4 to not access my input device? The "enable VOIP" option is not checked, but that doesn't help. Civ doesn't open when Ventrilo is open and Ventrilo won't connect when Civ is open. :blush:
 
Edited and reposted, hopefully to clarify my request or at least see if anyone else is having the same problem. (I know there is a lot of talk about "XML" problems and that's what my issue looked like at first.)

It's not an XML problem, though. It doesn't have anything to do with the XML issues that others are having. The only reason I thought it did at first was that was the point at which my loading screen was crashing.

Do you know if a solution was posted to the microphone conflict? I’m fairly certain I need to disable Civ’s access to my microphone in some way, but I couldn’t find a setting to this effect in the *.cfg file.
