Three Civs in a six-civ game, ways to check?

The past couple of games I've started on default settings seem to have ended up with pretty sparse maps. I'm pretty sure there's only been three civs to the six-civ size game.

Is there a way to check this? A cheat code to reveal the whole map or something? I suspect it's because of a mod so I'm hoping to narrow it down.

Yes, I use the reveal all command.

It's really simple, read this :

They messed up the specific files, but user comments quickly fixed it:
Instead of "Config.ini" you open "AppOptions".
Instead of changing "DebugPanel" you change "DebugMenu"
