Tile Yields wrong?

Ok, the first time I encountered this I figured I was just missing something, but here it is again.

In the screenshot below, you can clearly see that some farmed grasslands are giving me four food, while others that have access to fresh water are only giving me three food. I have the mouse over the tile that's only giving me three food, yet it says I should be getting four. The specific tile I'm mousing over is directly South of Pi-Ramesses. It's on the river, as are the other tiles that are not giving the correct yield, including others directly on a source of fresh water. You can see that I've learned Biology because the grassland farm tile directly North-East of the city gives four food, as do others you can see.

This has also happened with cottages as well in a previous game, where I'm a financial civ, the cottage is on a river, and the tile will only give me two commerce, instead of the three I should be getting at that point. This situation did eventually fix itself when it grew into a hamlet.

In both cases, the cities were recently captured. But they were both out of resistance for a number of turns without this fixing itself, which I originally though might have been the issue.

So what gives? Am I missing something here? I can't think of any explanation for it.

Try working the tile. If you switch a citizen from one of the plains tiles to the grassland tile, does the ammount of food per turn go up and down? It could just be a display error.
