time victory? and need some strategy help!

this is Long so bare with me
I've been playing Japan on warlord on earth. I started in Africa then pushed Russia out of Africa then settled 4 cities in Australia. After that Russia attacked me trying to get her cities back. I pushed her out of Brittan and Spain. Then a c.s. located where France is wanted me to take out a c.s where Sweden and Finland are in real life. So at this point everyone hated me and said I'm a war monger. I figured I would just play the part. So I knock our the French With the help of the u.s.a. i take the last city of the French in Africa. and the USA gets the rest in central Europa. i then start on the English who control north Asia. i take one city and my army bogs down, we make peace. then the u.s.a., Rome, Russia and the Arabs. all declare war on me right after i make peace with the English. the only people fighting this war are me vs. the u.s.a. it's a stail mate with nether of us gaining ground. I'm slowly building a army/navy in Australia to try to take out the 2 Arab city's in the south Pacific. or at least do some damage to get them to make peace.

here are some notes:--- Rome controls all of the Americas and is at war with me but does not seem to be fighting.
---Russia is at war with me but only has one city and i don't know where it is.
--- the Arabs only have 2 city's and seem to have the least tech.
--- the u.s.a. rules all of south Asia, the middle east area and central Europe. and has a slight tech edge over everone in tech.
---i control all of Africa (other then 3 c.s. on the Nile area) northern Europa and Australia. i almost have nukes and already have the will to use them.
---most players are in modren era
Then it ends in the year 2050. and says i won a time victory

my questions are:
--- what is a time victory?
---no one will negator peace wth me even tho its a stale mate. whats the reason? can i change it?
--- what would you do? yest I'm clicking the "wait one more turn"
 
a time victory happens when noone from players (neither you, neither AI Civs) won another victory (science, domination, culture) until 2050.
In that case, the civ with highest score wins a "time victory".
So the game is basically over and you won, there is no need to continue, you can start over another game.
 
Time limit the other guy already nailed. You get to the last turn and nobody has won any other way. At that point it goes to whoever had the highest score.

With your war situation, the AI won't negotiate peace if it feels it's not losing. So normally what to you is a stalemate is "winning" to the AI. That's especially a problem with an AI that's overseas, because if you don't have any units over there, it isn't threatened. You have to threaten the AI somehow for it to give up.

For the last part, if I understand you correctly, the game is over, so I would just start a new one. I'm assuming the "wait just one more turn" is the one that comes up at the end of the game. That means the game is actually over. You can still keep playing out the scenario, but it doesn't "count."
