Dont you just hate it when some civ plonks a city on the one exposed tile in your entire empire? It aggravates me no end.
Anyway - here's what I do to stop it happening. I place a single unit on any coastal tile that its possible to land on bordering my Empire's Island. As borders grow I put the units now on safe tiles back in my cities. Always remember the diagonal though. You have to put a unit on each tile including one on the apex of tiles that zigzag. I belive you can do the same thing with outposts but its expensive.
That way they cant plonk a city there. I also do that with tiny islands to prevent invasions. They can only attack with Marines (or Viking Berserkers) then so the island city is pretty safe until late game.
