For the latter, you can always use the diplomacy screen to figure out what techs they have or don't have to a degree. If you are behind then you will only see the techs you have available for research for yourself, and they could possibly be quite a few ahead. But to figure out what the AI is researching w/out using out of game methods like save editors, then I don't think you can know for sure.

The diplomacy screen gives a general hint as ForTheEmpire says, beside this activating the DEBUG-mode in the editor makes possible to see which techs every AI has(on the science advisor page), but still not what they actually research.And of course, the DEBUG mode makes not only techs visible, so it takes al ot of fun away.
If the tech you want to trade keeps going down in price when you try to sell it to them, then they're researching it.
In other words.
Turn 1 - You see how much Egypt is willing to give for Iron Working - 100g let's say.
Turn 2 - Now they'll give 80g.
Turn 3 - 60g.
Turn 4 - 40g.
And so on. If your tech you're researching (say, Construction) goes from 12 turns, to 5 turns, then some AIs probably researched, or got that tech from a trade/goody hut.
In other words.
