Too many animals?

Not sure if this is intended but seems extremely weird to me non the less. In the current game am playing a few dozen turns into the game the whole map around me literally got overrun with animals. Completely. Very often up to 5 per tile. At some point I opened the World Editor and saw that the entre map was like that. huge stacks of animals everywhere and every single coastal tile outside the nation borders filled with crocodiles. So like 80% of the gameplay turns into animal killing which is useless untill I immediately build a city because they spread like crazy. And for AI its even worse. It can't even go anywhere beyond his captal borders because animals are everywhere. I remember playing an older version like a year ago and I don't recall anything remotely as crazy as this.
There isn't a single tile free from animals. Can I tune this some how? Are those some weird settings that I am using? I looked through the custome game rules but couldn't fnd anything.

We'll need to know if you were playing C2C v37 or an SVN revision. If you use SVN it would help to know which specific revision it was.

Are you playing with peace among NPC game option ( barbs, neanderthals, prey, predators and beast will not fight ) ?
 
A side note: if you go into World Builder and start looking at unexplored areas you will see the amount of "animals" as you posted. Once an area is discovered the rates reduce, especially when player and AI start traversing that area on a regular basis.

Also you said Peace among NPC's was OFF. But from your screen shot it sure looks like it is ON.
