Toward a Cultural Victory: Odeon vs Pavilion

If you are looking for a Cultural Victory what is in your opinion better as an UB Odeon or Pavilion?

Odeon
Replaces Colosseum
+3 culture
+1 happiness
can turn 2 citizens into Great Artists

Pavilion
Replaces Theatre
+25% culture

IMO Odeon is a bit better because it replaces Colosseum, its effects stacks with Theatre so you have the chance to turn at least 4 Great artists in a city.
Pavilion is very good but it replaces theatre so you get +2 artist per city and +25% culture.The bonus to culture is huge but i think that its really hard to reach a cultural victory without a good number of Great Artists.

If you are running caste system it is irrelevant how many ga's the odeon provides. Therefore my vote goes to Pavilion.

Pavillon. 25% is way better than a slightly better building I never even use.

pavilion for sure since since if i'm doing culture i'm running caste. but it's not all about the UB, the leader traits matter too. i tend to play politics and not get into wars in my culture games, so the chinese and greek leaders would have traits i wouldn't be using. your warmongering mileage may vary.
