How can I do, that in my scenario, for example, German(AI) buying Oil from Ottoman(AI)?

What do you mean? You want to set it up so that Germany only buys from the Ottomans?

If the resources are available, then chances are the AI will trade for it.

You can't do that, sorry. However, if the Germans have a surplus luxury and the Ottomans have surplus oil, the AI will probably trade for it as Turner said..
