Trade resources with some civs but not others

I am playing on Regent level and have excess luxury resources. I can trade them with some civs but not others. I am connected by road to the civs I want to trade with, but the resources don't show on their diplomacy screen. What's up?

They probably already have that certain resource.

Thanks, that makes sense. I thought, however, that whatever excess resources I had would be displayed and if I offered them to the other civ and the other civ already had them, it would decline to get more. That way the other civ could always obtain more resources to makes its citizens even happier. But, I guess I was wrong.

Having two of the same luxury doesn't make your citizens any happier, and two strategic resources dont enable you to produce more units, so there would be no point trading for more.

the pity of that system: a civ can`t acquire a resource to trade it away !

Could be interesting to "trade around" embargoes that way.....
