Trade routes travel through closed borders

Steps to replicate:

Load the game
Open WorldBuilder
Chuck 3~5 Great spies on Ottoman cities
Exit WorldBuilder
Get EP from the Great Spies.
End turn.
Look in any non-coastal city of the Ottomans. You should see trade routes to China / Native America / Maya.

Observation: You see trade routes.
Expectation: Trade routes should ONLY be in Ottoman territory, as by land, the Ottomans are surrounded by Holy Roman territory (with no open borders), and the coast is blockaded, almost entirely. Add on the fact that the Ottomans don't have Astronomy and there should be no trade routes.

To further the bug:
Open Worldbuilder (after doing the above things)
Get two privateers on the coastal northern border of Turkey(Ottoman) / Holy Rome.
Get two privateers on the southern-most Ottoman city (which is connected to the capital)
Get two privateers on the city which is miles away in ice (the big green blob near the south pole, south of America.
Exit world-builder.
Get all privateers to blockade. If done correctly, the ENTIRE ottoman border should be blockaded.
Close borders with all civilizations (China, Maya, Byzantine, etc.)
End turn
Look at the Ottoman territory again. Trade routes (and trade deals) are still active.

Observations, and expectations are the same.

Finally, open worldbuilder a third time.
Delete all connecting roads in Holy Roman territory between the Ottomans and Holy Rome.
Delete the road between the Ottomans and the America
At Zhou (Holy Roman city next to Ottoman culture), delete the roads AROUND the city, not the city itself.
Exit Worldbuilder
End turn
Observe Ottoman trade routes. They are now in Ottoman territory as expected. This means that the trade routes were going through Holy Roman territory, despite closed borders.
Look at Zhou. The city is still connected to Aachen (capital city). This means that MY trade routes are going through Ottoman territory, to the coast, and through my blockade (the blockade makes sense, as my trade should go through them. However, the trade going through Ottoman territory SHOULDN'T happen).
