Trade rules & gifting cities

Hi all,

I just started playing Civ4, and one of the most noticeable diplomacy differences is the fact that some things appear as options on the trade table, others do not.

In some cases I can give cities to the AI, in other cases it's not even an option.

This is particularly annoying in Warlords, because you often have to nearly completely conquer an AI to vassal them. But once I do, I can never give them any of their cities back. Which kind of makes them useless as a vassal.

Does anyone know why this is? Or any way around it?

What are the rules for trading cities in Civ 4?
 
Usually, if you conquer someone and vassalize, you can liberate most of his cities as he will have a cultural significance there. In some cases you can liberate them to someone else (another vassal nearby).

Or as a last resort, make a new colony/vassal with the domestic advisor.
 
Is this in Warlords or BtS? I couldn't find any options for liberating cities under the Domestic Advisor in Warlords.
 
In general, Civs won't take cities unless they are close to its cutural borders.
BtS added colonies and ability to liberate/give cities back to vassal.
In Warlords, you can give cities away, but not to your vassal. Bummer. :(
