This occured to me during my last game. It was early modern age and i was on an island continent so ships were very important to me. I had been producing a large number of destroyers and battleships to secure my coasline using 2 oil patches. Then i went to war with a neighbour on another continent who had a little more oil than me and i wanted to secure more sources cuz oil runs out rather fast. They had about the same number of ships as i did and once war broke out, losses were high on both sides. We were able to replace losses for a little while and then they overtook me and i had to sign a treaty cuz i couldn't build more ships, i ran outta oil.

If you dont have a lot of oil, you usually would rather keep it for emergency and buy your oil from somewhere else. Unfortunately this is not possible in Civ3.
My proposal is to make this option available, increasing the amount of oil patches but also increasing their depleation rate. This way if you only have 1 or 2 sources, you can buy what you need and save your sources for emergencies.

Sorry if this topic has already been covered, i haven't had to chance to visit the forums much lately, exams next week.
 
From what i understand, the chance of depletion is totally random, or at least pretty darn random.

Ive had oil fields last hte whole game, ive had ones that ran out in 2 turns.

personally, id be happier if they occurred slightly more on the map, and just didnt disappear. Id rather have all the civs have oil, one civ have a ton to trade, or have half the civs have it so that im close enough to fight an effective war for it and have it have a guaranteed minimum time -- like 25 turns or something.

just IMO.
