Trading Resourses

On my recent game, at about 1000AD +-250years I was trying to do a trade with Julius Ceasar for some much needed gpt. How come there are no resourses available to trade on either side? Is it because he is on another continent? Can you trade resourses with people across the sea?

Cross-continental resources trading only becomes possible with Astronomy.
