Trading stolen techs with "no tech brokering" option

I'm not sure if this is working as intended but it feels wrong to me.
In a game with "no tech brokering" option on, I realized that I could trade away techs that I stole from AIs. Technically, this is not a tech I researched myself so I should not be able to trade it around. Knowing that the AI doesn't use EPs to steal techs, the player can abuse this.

Well the AI will use EPs to steal techs when pacthed supposedly so it will be less of an exploit.
