Are you speaking of a tutorial for the game? If so, yes...It's a mod that Firaxis put together.

If you are speaking of a tutorial on how to mod the game....Well, you have come to the right place and yes....They are everywhere around here. LOL

There's a memory trainer, I've posted about Artmoney that allows you to change a number of "numbers" within the game.
