That's not a terrible idea, though Desert Tiles can be pretty expensive, & that might become Annoying, & would that mean, you just can't settle in Desert Areas?
Of course you can settle in desert. I specifically said "unclaimed desert tiles". As soon as desert is within borders of an empire, no damage applies.
But initial exploration of deserts becomes more challenging. You'll have to move from oasis to oasis, restoring health points of your units before going further.
I don't think wild animals quite fits the scale of Civ. While wild animals have been threats on an individual scale both in the past (many a noble has died on the hunt) and present, they aren't really a problem for an armoured troop or city. If there was a nomadic age at the start of the game it would feel more appropriate, or maybe a wandering herd that a nomadic civ would have to follow for food sources (but that presupposes nomadic mechanics, which Civ has never interacted with unfortunately).
With the addition of "Rough Water Tiles" that do damage to your ships depending on conditions, I think it's now with in bounds to add Wild Animal Tiles, especially in Civs that have a large animal populations(India, Africa, Australia etc.).
It would apply to a few Rainforest, Wild Plain, & even Jungle Tiles(If that exists, I'm new).
How it works is, as you approach, the Wild Animal Tile appears, & you can use the prey/docile as you typically did in Civ 6, but Predatorial Animals become an Obstacle, you can go around or fight like you do Barbarians. One difference is this tile can be used as a form of defense for your civilization, as an Obstacle for opposition forces, approaching your Civs.
Maybe you can eventually make a Unit called Animal Trainer that makes these Animals either Entertainment for a Circus or Defense/Attack Units
Despite the memes, Australia almost entirely lacks large dangerous animals. The scary things here are poisonous or venomous, not large (except red kangaroos - get in your car and drive, their legs will kill you). I'd much sooner put North America on a list like that - alligators, moose, bears, and they all crawl around in your open backyards!
I do think a "Hostile Environment" that applies to unclaimed
Desert without Wet
Tropical with Vegetation
and
Tundra with Snow
would be good
all units take some damage if ending their turn there (but unlike Deep Ocean in Exploration units don't automatically end their turn There*.)
*ie Vegetated Tropical normally stops movement, but scouts could go just fine
