training camps good idea/bad idea?

how about a resource that would appear only on one type of terrain such as desert training on desert, jungle training on jungle. then use those resources to build units that get a defense, attack, and speed bonus, and possibly a sight bonus too. that way a nations surrounded by jungles, tundra, mountains, and desert would have a fighting chance.

I could imagine that this would work in case of a small wonder becoming available after quite some time (being very expensive as well), which would allow you to decide for your "preferred" terrain type. After that, your units would get let's say, a 10% enhancement on ther A/D stats, if fighting on that terrain.

To balance this, there could be a malus of let's say, 3% then if they were fighting on other terrain types.

Maybe, that after some turns (50 or so...) you could pay a huge amount of gold to get the chance to re-adjust your orientation.

You would have no idea about your opponents orientation, but you could do espionage to learn about it. As this would be one of the most important military secrets of any nation, the attempt to "steal" this information would be both, very expensive and dangerous. If your spy would be caught, this would almost in any case lead to war.

Good idea. But this would apply to huge civ as well, because they would certainly have those ressources. so it is not a so good idea finally. I personnaly would emphase tiny civs battle capacities, like by giving them a great leader at start to make them a military threat, and survive by this.
 
well big nations currently have troops trained to fight in certain conditions

now that i think about this i could add it in the current civ editor, except the whold A/D boost.

but a wonder might work

or maybe require mountain desert and jungle to make commandos
