Presumably you're thinking of building something like the Maoi Statues on an island or Oxford University in a big cottage city? You can sort of do it by creating a great engineer somewhere else and sending him over there to do his hurry magic. Unfortunately great engineers aren't the easiest guys to get hold of, and there's no other way, unless you count Universal Suffrage rushbuy using gold created somewhere else.
