We have been discussing this in Staff. We are unsure when the .dll might be released and, in fact, are unsure whether a mod will work for Civ5 like the one created for Civ4.

Good idea! I was thinking of something like this. I would add to this not only events logging , but also storing the save file in the cloud itself without the right to download it from there, only playing from where you have saved previously. Of course someone can have multiple Steam (civilization) accounts, but that the another story...
