Transport unloading problem

If you have a transport of some kind with a unit on it and sail up to land owned by another played with whom you don't have an Open Borders agreement, you can still click on Unload which will activate the unit, but you won't be able to move onto land. From then onwards the unit remains activated every turn unless you sleep it, even when you're in the middle of the ocean - surely either Unload should be greyed out if you can't unload anything or a failed unload attempt should put the unit back to sleep?
