Now, say the French have ALOT of furs. I could say, "I'll spare you if you gve me two furs for the rest of the game." (You can say how long they have to give it to you) When they do, a sort of cease-fire starts. If they stop paying tribute, your foreign advisor pops up and says, "France has stopped paying tribute!" Now you can go to the French and demand your tribute (there would be a quote you could tell them that says "Why aren't you paying me my tribute?" or something like that). If they won't pay they're tribute, you can destroy them.
