Trying (an failing) to compile a DLL

I am using VS Community 2017.

Finding all the bits and pieces was a pain but it works. At a guess, I'd say you are missing the Windows 7.1 SDK, which I recall having to jump through a few hoops to get installed - something like temporarily uninstalling some newer .NET components and reinstalling them again after the SDK is installed.

...just based on I remember having to install it and you haven't mentioned it.
I was more productive with an old dumb terminal using VI and writing build scripts in C shell.
 
When clicking on "download", it says:
"Sorry, no downloads are available for you".

I have dozens of available downloads. Are you connected with a microsoft account?

I was connected, but I've found out what was happening. I had to:
1) Change the language of my profile to English (was in French)
2) Try to download.
3) It says "Sorry, no download avalaible (like before). To have access to them, you have to subscribe to ... (line which was not present before in the French interface)".
4) Subscribe to the free version of the stuff.
5) Download.

=> The problem was the french version of the interface which was missing half of the infos.
(Fun fact: the procedure to change the langage of the interface is not obvious too)
