to add the flag picture (I guess you mean the picture you see when you select them in the setup game screen), you will need a dds that is 360x412 pixels save it at DX1 with no mip maps.
There is currently a bug for this; it doesn't show up the first time, I guess it is a cache issue, because if you launch a game, then return to the setup game screen, it will actually show up any subsequent times.
The leader picture (loading screen) will need to be the same format, but 1024x768 pixels.
GIMP can save in this format its free, but you will need a plugin... Photoshop will require a plugin too iirc, its made by nvidia but you can use it even if you don't have an nvidia card.
its pretty much exactly the same process as making dds images for civ4, so if your still lost, look in the tutorials for civ4.
