Trying to slow down my CD drive.

I'm trying to slow down my CD drive after finding out a scratched disc I have works just fine in mom's computer where the CD drive is half the speed.

OK, so these things happened:

I downloaded Nero Drivespeed and got an error about WNASPI32.dll. So I downloaded ForceASPI and killed the old ASPI layer (if it exists) and installed it.

However, there's now two problems -- first, my CD drive's not detecting anything I put in. I forgot to run the DUMPASPI.bat before I did it.

And second, apparently Nero DriveSpeed isn't compatible with Vista. I wasn't even aware of this until I stumbled on it by mistake.

So what do I do now?

EDIT: I was also thinking that if there's no way to slow it down perhaps there's a way to install a program on remote CD drive over network? The problem, however, is that my mom's computer is XP and mine's Vista. And the fact that I have no idea how to setup a network. We have a router, though.

EDIT 1: I figured out how I broke the ASPI layer. I forgot to run the install batchfile as administrator. CD drive's working now.

EDIT 2: Tried running Nero DriveSpeed as administrator (with disc in drive). It looks like this:
