I'm experiencing a weird bug. I took Sevilla early on and made peace with Spain. However, for over 200 turns, the city was left as a puppet but never built anything. Later on, as I took Dido's cities, they functioned as normal in that a few turns after being puppeted, they started building. I got so frustrated I ended up giving the city away...
