Ethiopia had this problem before with Egypt, but it was fixed...
I'm playing Germany, and I controlled Konstantinopel. The Arabs had an Anatolian city, and our cultures are next to each other. Turkey spawned in 1280 and started off on the west coast of Turkey. The next turn, all their units diappeared. They evidently were moved, thanks to both mine and the Arabian culture, to the desert east of the Caspian. There they founded their first two cities, before they flipped the Arab ones. This has happened before, with me playing as the Khmers, Chinese, and Ethiopians. It has led to extremely weak Turks in the Middle East.
Any way to fix this?
