Yes, they are suffering from this bug, but it still evens out in the end.

Team 1 builds city 1st, fortifies 8th. (9)
Team 2 builds city 2nd, fortifies 7th. (9)
Team 3 builds city 3rd, fortifies 6th. (9)
Team 4 builds city 4th, fortifies 5th. (9)
Team 5 builds city 5th, fortifies 4th. (9)
Team 6 builds city 6th, fortifies 3rd. (9)
Team 7 builds city 7th, fortifies 2nd. (9)
Team 8 builds city 8th, fortifies 1st. (9)

So in team 7's case, while they lose the moving first advantage nearly completely, they have the fortify advantage over all teams except team 8.
