Turn time performance drops after 1-2 turns

So I'm playing civ VI on an acer aspire v3 notebook from 2012 with i7-3630qm 2,4 ghz, 8 gb ddr3 RAM, win 8, gt 650m 2 gb ddr3, hdd. I recently updated my GPU driver.

My turn times are really bad. I only ever play on small maps, but game becomes increasingly unplayable. When I'm past 100 turns, I usually wait more than a minute, sometimes more than 2 and even up to 3 minutes for the AI to finish its turns. What I don't understand is: when I start the game, turn times are significantly shorter. I just started with a turn time of about 30s or less. But after 1-2 turns it's already more than a minute and increasing. Why is that?

Also, I always have lags when scrolling up and down the map (once it's say 1000 AD and there's a lot of units and improvements on the map) and there are even some "lags" in the sound. Btw I'm playing on the lowest possible graphic settings.

Also, the game makes me choose which GPU to use. In terms of performance it makes no difference whether I choose my geforce 650m or my onboard GPU. Does that make sense at all?

If there is no way to improve my performance (as I'm afraid) I'm prepared to buy a new notebook. What are your suggestions in terms of optimizing civ performance? My budget is approx 800 euros. Is CPU more important than GPU for turn times? And does SSD make a big difference?
 
I don't believe it is just your rig. I'm running an i7 overclocked to 4 ghz with a GTX 1070 and after about turn 100 turns the turn speed starts to feel long when playing huge 12 civ maps. My only comparison being a similarly setup game in Civ 5 that wouldn't start to slow down till much later in the game.

This was unexpected since I was hoping the 64 bit architecture would improve turn speed.

I don't experience your lag though and do play on max settings. I would say your issues are definitely exasperated though.

Hoping the first patch helps a lot.
