One of my many hopes for civilization 5 was a turn timer fast then blazing, but instead we got one slower that seems to lag and allows people to use your speed against if you end your turn too early.

First (obvious) allow things to be done once ended turn (as in civ4).
Reintroducing turn-based game-play for unit-movement and actions. But keeping a global timer for city, science and economic/civic functions.
I believe, personally, the option for "lightning" game-play, 10 seconds per turn, would be awesome. You would not be able to get everything done in one turn so micro-managing your civilization would become a game-play feature in itself.
Lastly, I believe a vastly increased timer speed and a manual military (set to default) so all the play can do is declare war would work.
For example, when a player creates a military unit the AI will move unit to wherever it feels necessary. Making wars completely fair and turn based (as AI tend to do it).
Also allowing player to concentrate on production / technology.
Thoughts please!
