I must agree with FortyJ on most of his points. Last DG, we didn't want alot of rules, and that caused some trouble, now it seems we want to many rules.
Also, about the "just handle it in the chat," the majority of discussion has ALWAYS taken place in the forums, sense day one, when Cyc was the Culture Minister, Charis owned the military department, and The Grey Fox was our president, most decisions took place in the forums. I see no "just handle it in the chat" problem here. The system of spot votes etc. worked fine, it kept the game moving quickly, and settled on the spot decisions. I must ask, why did we get rid of something that worked? The majority answer I've seen to that has been "because it gave to much power to the citizens at the chat."
No, it did not give to much power to the people who were able to attend the turnchats. Spot votes were orginally designed (I believe by Shaitan) to get the populace's view on something during the turnchat, with the idea being that if the majority of people support it who is in the chat, then a majority would prolly support it in the forums. This was a sound idea, and it worked fine. Yet, we've replaced it with pretty much "everything during the chat is decided by the DP." Simply enough, we've gave the power from a group of people, to just one person.
Also, what power did it give the people who attended the chats? They voted on trades that happened within the 10 turns of the game, that was about it. As pointed out above, we've succesfully gave that power from a group of people to just one person.
Now, going onward through my rant. Why can't leaders give orders during a turnchat? Why can the trade leader not request that the DP check on avaible trades during the turnchat? Why can the domestic leader not request the sliders to be moved in the middle of a turnchat?
As far as I see, this new system that we've made is not fair to the general populace, it's just moving us closer to a dictatorship.
