Two population gone with settlers!

The game doesn't play slower because of this, IMHO, it just stops people from proliferating little worthless cities all over the maps. It also makes settlers a lot more valuable.

And yes, the AI will be bound by these same constraints.

Now I know it's a very very very good decision!! When I played against Woke23, (I didn't stand a chance) it occured to me that he built a very lot of cities, but he didn't really let them grow. Now I know what the advantage of that is. And it was my opinion indeed - though I didn't tell him, because he might think I'd say that because I lost - that this technique was spoiling the game.

um..I might be missing something but I don't see how this is going to discourage ICS.Its just going take a few more turns.It will still be beneficial to slap cities down as fast as possible.This will free up the food support faster and get back to size 3.It might even encourage ICS since the same restrictions apply to someone who builds in a more traditional manner.That player will be waiting longer to return to size 3 giving ICS an advantage

Will the city disband before size 3 like a size 1 in Civ2?If so it will be a snap to make non settlers everywhere.

I thought the same thing when I read it. The reduced food for growth does seem to encourage city proliferation, (How else can you grow with this new system?) but I don't think this will allow true ICS. By having to get to 3 citizens before popping a settler, you will have much more unhappiness to deal with (hanging gardens won't be enough), so you will be forced to improve things in the city.

By the time you do that, the benefits you get from the smaller silo in the new city may be outweighed by the resources you've already pumped into your new city.

Hopefully Dan M. is still lurking around here and can explain how cranking settlers every time you hit pop 3 is going to put you at a distinct disadvantage, while still providing incentive and opportunity for more normal growth of a civilization.

That may be what was behind the thinking but I don't think its going to work.
ICS is based on a sheilds over trade startegy.The ICSer is not concerned with trade arrows so bumping luxuries or hiring entertainers to quell unhappyness is standard fare.

But..I am thinking from a civ2 point of view.None of it may apply to Civ3.Like the non settler thing shouldn't be problem as there are to be 2 different types of "settler" unit.One for improving the land.And they are supposedly going to be "capturable"..aka..slavery

Thanks Dan, good to see that you are still visiting these parts. Your words have put me at my ease. I would never play a game with ICS because it is cheating and I guess that I can see your reasons for settlers costing two. NOW GO AWAY AND UPDATE THAT SITE!!
