1. Unit selection priority of garrisoned/stacked/escorted units.
The selection priority needs to be reworked. I purposely DO NOT garrison units directly in a city if I can help it because when I select a city the inactive garrisoned unit is brought up first, I have to switch selection to access the city. This should be reversed. If a unit is garrisoned in a city it should be the secondary option.
Similar issue for escorted units. In escort formation the civilian/support unit is brought up first, when in most cases I want to select the military unit first.

2. Governor promotion available icon.
Just like when a new civic is available there is a little notification icon above the civics icon in the upper left corner panel. Occasionally I forget I have a governor promotion available and would like to have a notification icon just like the civics do.
 
Regarding #2, there is already an icon to notify you that you have a governor title available. It's the same modifier icon used for governments, climate change, etc.
 
For no1: i have the same issue, but clicking in the city banner selects the city FYI. I know it's not the same but it's something.

It's completely reliable. Like the other icons, it goes away on the next turn. Pay attention so that you don't miss it!
 
And if you do miss it, it will show an asterisk on the governor screen tab.

No, it's not reliable in the least. The warning half the time if not more refer to the wrong entities. And frequently the wrong events. At the wrong time.

I have absolutely no idea what you're talking about. If you unlock a new governor title, the icon on the governor button will be there for one turn. It works 100% of the time, no exceptions. I don't know what else to tell you.
