Two question at once

Does anyone know why do temples, libraries etc. produce more culture points than it says they should in civilopedia? In York my temple produces 4, and library 6 points. Why?

How powerful Universal Suffrage really is? Does it just decrease the number of unhappy citizens or allows longer wars without war weariness appearing so fast?

I can anwer your first question. After a culture building has been around for more than 1000 years, the culture from it doubles. So getting those temples and libraries up while still in the B.C.'s is great!
