As I am a big fan of both and born in the prior I would humbly want to request that somebody makes two mods - one each - for both of them.

I did a search on Yugoslavia and found alot of half-finished attempts on making the Yugo wars or simply a Yugoslav (or slavic) civilization.
I couldn't find any good example of such project finished so I'd like to ask for someone dedicated and skilled enough to do this and this time complete it.
My suggestion for this, the Yugoslav modification is as follows:
Leader: Tito
Industrious and commercial (an infusion of communism and market economics as was in Yugoslavia)
Unique Unit:
Alternative 1. Partizan: As Guerilla but acting as a air defense with an flak bonus of one or two. If two: increase of shield cost.
Alternative 2. Partizan: As a Guerilla but able to perform "stealth" atacks on specific units. Increase of shield cost.
If possible perhaps also making an upgraded rifleman with +2 in atack and increase of shields for those who don't have Conquests so that they can pick this version instead and play Civ Vanilla.
IF anyone really feels like in addition to making this also making a Yugoslav wars Scenario I'd be happy to spend some time into making the flags in Photoshop and the map looking in detail on where the resource deposits were and such. But I would be pleased if at least the above suggestion with simply Tito and the unique unit would be completed this one time instead of going into a complicated project and never finishing it.
Perhaps the best would be to complete the Tito part and then move on to the Yugoslav wars using the partizan unit like the militia/civil defense unit of every nation + adding unique units or traits to each and every nation (Serb=T84, Croatian=Dubrovnik wall (great wonder only to be build by croatia giving a large defensive bonus to any town its built in), Bosnian=Mujahedin, Slovenian=Industrious, Commercial AND scientific) etc. Those were just suggestions. I'd look up the specifics later.

Oh baby, this is what I would LOVE to see.
Just imagine. A world destroyed by nuclear war. Let's just say, nobody ever got to build the peaceful rocket
Radioactivity (Pollution sprite changed to Radioactive green sprite)
Scarse resources.
Rampant corruption and dissent (untill certain technologies are developed)
7 different civilizations: The Brotherhood of Steel, The Mutant army, The Hubologists, America, NCR, Vault City, Tribe.
Barbarians=Raiders
About the Fallout Thing:
I am going to post alot more ideas, I had actually started writting more here when this page reset and only this (from my last preview of the page) remained. If enough people seem interested I'll contact Bethesda to see if we can use the old Fallout 1-2 talking heads and some of the pictures/units in the games. They and Interplay have been very kind when it comes to modding and as they are releasing a new Fallout 3 soon I think this would be great for promoting that one.
I will also try to make a few ground sprites so that people can take them in and change them making it better and better. Though this will require ALOT of support and it's not something I can nor will do alone.
