I'd like to create a UN like body in which only those with certain civics are able to participate. For instance, only those who have State Property can vote and are obliged to follow.
I don't want every civ in the world to be able to participate which is the way the UN works, and I also don't want participation tied to Religion as the AP requires.
Is there a way to create a Council for only those who choose a specific civic?
