UN mod suggestion!

Ive got some Ideas for a UN mod but alas i dont know how to mod :( , so here are the Ideas if anyone feals like making this into reality that would be greatly appreciated.

also feed back to the Ideas would be great!

1) reseloutions: you can do anything you want but nations can build inspectors and send them into an enemy city to see if they are breaking the rules, or every like 10 turns you are automaticly inspected.

2) breaking reseloutions: the consequences of breaking a resolotion is everyone is strongly suggested to declare war on you (if you break it big) or embargos (i.e. if you have one nuke or are only building them). Also if you dont take action embargos are suggested to be enacted on you.

further more if you dont take action against another civ that is breaking treaties some of your very opinionated citizens may become unhappy.

3) Membership: everyone has the option of joining the UN (like in real life, it may help a warmonger)

4) Membership cost: you must pay a certain amount of money to join the UN, say like 5 gold a turn, but your relations with other members are improved.

5) War crimes:If you are at war and raze alot of the enemys cities you can be tried for war crimes , the other civs get to vote on your guilt. if you are found guilty the penalty could range from having to pay either the bank or the civ you almost finnished off. or you could be subject to embargos.

6) peace keepers: If you are attacked by a non-UN civ the UN sends peace keapers, a very minor force to help turn the tide in your favor.

I havent thought about the reseloution list but i might edit this post latter and add in some and take some out.
 
UN resolutions suggestions:
1) Ban on the construction of spaceship parts
2) change voting method from population based to 1 civ 1 vote.
3) Ban on offshore oil platforms and dismantling of existing ones.
4) Ban on cutting down forests and jungles.
5) War crimes--if civ leader convicted, then that civ cannot win the game.
(except by conquest or domination)
6) Economic redistribution--all civs gold reserves divided equally.
 
I got an idea for another UNMod. Here's some options you can do:

1) Nothing
2) Try to do something, but it's veto'd
3) Do something and no one cares
4) Don't do anything.
 
Well I would like to see the Civics options expanded
so that All Civics can be required (and one would replace the others ie If Global Hereditary Rule was approved, Global Universal Suffrage would be revoked)
I would also Like to see Global State Religions

And the ideal Voting system, individual Nations are put forward to increase/decrease their vote (so a resolution to give +2 votes to the Aztecs) [making it much more of a reflection of actual diplomatic power]
 
I disagree with a single vote per civ and like the idea of it being based off of population and landmass instead. However you may be able to satisfy both sides by setting it up like the US government. That is having a House and Senate but with different names for each. The Senate would allow each member civ 1 vote and in the event of a tie vote then it would fall to the House in which each civ would vote again or it could be tied to how they already voted in the senate. In the event of a tie in the House as well then the entire motion would have to be brought before the Senate again.
