UN resolution gets enough votes but fails?

I feel like I might be missing something obvious here, but it happened twice. The save is the turn before the decision; vote no and watch.

Edit: Any civ defying a vote causes the vote to fail (with associated impact).

i've been confused by this too. does this happen when you defy a resolution, or what?

This happens when someone defies a resolution (with either AP or UN). This is not the first thread on this.

Bleh, I'd even read that before, but forgot. IMO the text should be changed.
