I was wondering the same thing. I had a similiar game and the vote was tied. So I waited a couple of turns and still nothing. Eventually, I went back, reloaded to the turn before the vote was cast and bribed everyone with free tech. Next turn it was 6-1 in my favor. I thought maybe you could somehow activate the UN in the event of a tie, but couldn't figure out how to do it.
