Unable to access an oil resource.

Greetings,

Playing Civ-V, and I find that I am not able to build an offshore platform to gain access to an oil resource. The hex is clearly marked as having oil, and I already built one off-shore platform in a separate hex on the other side of my empire and it worked just fine. But on this hex when I send a worker to it the option to build the platform is missing, all I have to choose from are Move, Do Nothing, Disembark Mode, Build Improvements (automated) and delete unit.

Is there something I am missing? Why was I able to build a platform on one coast hex w/oil but not another? Are you only permitted one platform in your empire?

howd you build that other platform then?
slept much lately, or has the game dragged you along for the past few days?
