Unable to build Privateers

Game SVN build fairly current, maybe 2 back. Achieved Global Trade, Can't build Privateer unit. Checked in World Builder and there are only 3 other such units world wide.

Does the privateer world limit include Heavy privateers? In other words, are the Privateer and Heavy Privateer restrictions exclusive of each other?
