Unable to build quarters in towns?

In my current game as Augustus I'm now in the exploration age. Throughout my run I noticed something weird. During antiquities I played as Greece and I noticed I could only buy one of my special buildings, the option to build the second one to complete the quarter was always greyed out even if I had the free slot and enough gold.

During the age of exploration I went with the Normans and again I came across the same issue (see picture below). Anyone know why I'm having this issue?

Do you have the civic to build it? I notice (as Spain), that the towns always show the unique quarters in the list, even when I do not have the civics studied to build them. Once I learn the civics, I can then buy them in towns.

Normans need to know the civic Consuetudines et Justicie to build the Motte.

Yeah I have all the requirements (I have 2 fully completed quarters in my 2 cities). I experienced the same issue as Greece in age 1. I cant figure it out.
 
Pretty sure you’re not supposed to be able to purchase happiness buildings in towns.
I think the fact that he is playing as Augustus is the key to explain why peter79 cannot purchase the Motte but was actually able to purchase the Bailey in this town.

Normally you shouldn't be able to purchase either of them in towns. But the Bailey is a culture building, and since he is playing as Augustus, he is allowed to purchase the Bailey in towns (being able to purchase culture buildings in towns is part of his unique abilities), but not the Motte, since it is a not a culture building.

Yes, it is the same issue with Greece. The Parthenon is a culture building, therefore Augustus can purchase the Parthenon in towns, because of his unique ability.

The Odeon on the other hand, is a happiness building and cannot be purchased in towns.

So it is the uniqe ability of Augustus which is the key to understand what is happening in your towns.
 
Near the end of the age, the trick is to convert that town into a city, then buy the motte. That way the unique quarter is available in the next age.
